Legco member Martin Lee: A second review of the

development of

representative

government should be conducted after the 1988 Legco elections to decide what kind of system should be adopted in the 1991 Legco elections.

Deputy Chief Secretary Alan Scott: He plans to start drafting the Green Paper on political reforms in October this year. The consultative document will hopefully be published in May next. year and the public will be given four to five months to express their views. The deadline for completing the review will be September 1988 when the new Legco session is due to

start.

PAS at CNTA C.M. Leung: The main aim of the 1987 political review is to change the political system so that it will allow for greater public

participation and monitoring of the

policy-making process.
