Wai Hon-leung, Heung Yee Kuk member: There was no evidence to suggest that the development of representative

government would affect HK's stability and prosperity.

Cheung Yan-lung, Heung Yee Kuk member: As the Kuk had endorsed Government plans to develop representative government, it would be self-conflicting if it now said the plans violated the Joint Declaration.

Vice-chairman of Meeting Point Yeung Sum: The success of DB, Urbco and Regco elections showed that fair and direct elections are possible in HK. It is hoped that one fifth of the seats in Legco would be directly elected in 1988.
