Chinese University lecturer Stephen Tang: Legco Unofficials might try to influence the outcome of the 1987 review. He hopes that the Government will clearly define the scope of the review before it is conducted.

HK Affairs Society: The future HK SAR should be administered by a collective leadership. The legislature should have about 80 seats, of which 40 per cent would be taken up by

candidates chosen through functional constituencies and the rest filled by

proportional representa- tion. An executive committee should be

formed through elections within the legislature. Members of the executive committee would then elect among themselves a chairman, who would be the chief executive of the SAR.
