HK Economic Journal: China does not have a good track record of adhering to the spirit of the rule of law, and the drafting of the Basic Law will be quite pointless no matter how compre hensive it will be. The Chinese Government is playing the political trick of giving important roles to those HK people who have distanced themselves from the HK Government. Such a move will only undermine the role of the HK Government during the transitional period.

Tin Tin Daily News: It will be unwise if the discussions on the definition of the term "local inhabitant" is aimed at rejecting "people from Peking."

(report) A source quoted by the HK Economic Journal: BLDC vice- chairman and Legco Unofficial David Li has initiated a campaign to raise $2 million. One of the purposes is to support BLCC vice- chairman Dr Rayson Huang so that he can devote full time to BLCC work after retiring from HKU.

triads.

BLCC vice-chairman Dr Rayson Huang: The "Dr Rayson Huang Fund" which is being set up has nothing to do with the drafting of the Basic Law. The money collected will be used to promote music and chemistry

studies.
