Visiting Chinese BLDC member Shao Tianren: Previously some HK people feel that the power to interpret the Basic Law should be vested in the HK SAR and that the Basic Law should embody the concept of residual powers. But after repeated discussions, they now understand that the questions are not so simple and many of them have changed their mind.

Wu Jianfan: Many people now agree that China's interpretation of the Basic Law should be final although SAR courts

should also have some interpretation powers.

China will not comment on SAR courts' rulings on individual court cases.
