Chinese Constitution, except Article 31 on the setting up of SAR, are written on the basis of socialist principles and as such they will not apply to the capitalist HK.
Another Chinese BLDC member, Professor Rui Mu: The first task of the BLDC sub-group on the local economy should be to study the taxation system here. He adds that western countries' export of high technology to HK will not be affected after 1997 as COCOM 's export restriction to communist countries are gradually being relaxed.
