accorded too much power to the BLCC chairman. BLCC chairman should not be given the final say on the proceedings of BLCC meetings. The BLCC chairman, vice-chairman and the secretary- general should not be empowered to accept or reject proposals to discuss business which is not listed on the agenda.

(report) BLCC vice- chairman Mr Justice Yang: Public response to the BLCC secretariat' S appeal for views has not been enthusiastic. But this would improve after the first draft of the Basic Law was ready.

BLCC member Mr Justice Li: It will not be necessary to set up a special body along the line of the Assessment. Office to seek local views on the Basic Law. It is also not necessary to set up an independent

monitoring team to

oversee the work of the BLCC.
