is required to address his objection in writing to the Secretary for Lands

or both,

and Works, Murray Building, 20th Floor, Garden Road, Hong Kong so as to reach the office of the Secretary not later than the 6th day of May 1986, describing his interest and the manner in which he alleges he will be affected by the works or the use.
