The need for improvements to the junction of Castle Peak Road and Kwai Chung Road was first identified in the Hong Kong Long Term Road Study of 1968. As part of the first stage of the improvements, an at grade gyratory system

The project is covered by P.W.P. Item 116TH which is in Category A of the Public Works Programme. Subject to authorization of the works, it is intended to commence costruction in March 1987.
