I refer to the recent discussions between representatives of the Government of Switzerland and the Government of Hong Kong regarding the administrative arrangement set out in the Annex relating to exports of certain textile products to Switzerland during the period from 1 July 1984 to 30 June 1985.

I propose that this letter and your letter confirming acceptance on behalf of the Government of Switzerland shall constitute an agreement between our two governments on this administrative arrangement.
