Chapter IV Robberies in high-rise buildings

INTRODUCTION

4.1

During the period under review, the Working Group on Robberies in High-rise Buildings continued -

(a) to work on a draft Bill to introduce

amendments to the Watchmen Ordinance;

(b)

(c)

to finalise the drafting of a set of guidelines to advise Government departments on letting and supervising contracts for watchmen; and

to monitor the progress of the establishment of a more representative Security Association.

AMENDMENTS TO THE WATCHMEN ORDINANCE

As reported in Chapter IV of FCC Report No. 4, a Bill is being drafted to introduce a number of amendments to the Watchmen Ordinance.

As reported in FCC Report No. 4, the Working Group recommended and the Fight Crime Committee agreed, that, with the object of improving the quality of watchmen, a set of guidelines should be established to advise Government departments on letting and supervising contracts for watchmen. draft guidelines were circulated within the Government and have been revised in the light of the comments received. Consideration was given to drawing up a standard sample contract to be adopted by all Government departments. Legal advice is that, given the differing circumstances in which the Government employs watchmen, it will be difficult to produce such a contract and that it would be better for departments to examine their particular contracts to see that the provisions are adequate to meet their particular needs.

The circular is about to be issued. The gist of it will be made available to the public through the District Fight Crime Committees so that organisations such as Mutual Aid Committees, Owners' Corporations and other building managements may draw on the Government's experience.
