Assistance from Government Departments

16.

Government Departments and agencies will be

separately instructed to render all such assistance by way

of staff support, documents and in any other way, as the

Survey Office may request.

Publicity

17.

A press release will be issued when the Survey

Office is created and Hong Kong Monitors appointed,

setting out details of their terms of reference. The

media will inevitably seek interviews with its staff.

While it would be for the Survey Office to decide how to

respond, the most appropriate and effective arrangement

would be an initial press conference. Thereafter the

Survey Office should avoid media contacts except for the

purpose of publicising its functions; it should not, for

example, disclose or comment on the contents of

submissions or the balance of opinion on issues.
