smaller so that overall attendance was not noticeably up on

1985. There appears to have been less emphasis on symbolism and more effort at getting people to take part in the events themselves. For this purpose individual invitations were sent to named personalities. Those at community level, including District Board members and District Office staff, were particular

targets.

NCNA Activities

The NCNA continues to be very active locally. They have co-operated with Government where possible. For example, they assisted in resolving with the Guangdong Provincial authorities the problem of boat wives.

At a different level, the communists continue to seek

to extend their influence throughout the community. The

Federation of Trade Unions has commenced a three-month recruitment campaign with effect from 1st October 1986, aiming at a target of 10,000 new members. The communist labour movement continues to reorganise with the intention of improving organisational control whilst enhancing its power in labour elections. Recent moves have included the impending formation of a Federation of Dockyard Workers comprising five related trade unions in the dockyard trade; the conversion of the Motor Transport Workers Union into what the communists hope will appear to be a politically neutral transport general union by the end of 1986; and the creation of a new offshoot of the Government Armed Forces and Hospitals Chinese Workers Union as part of its continuing break-up into smaller units. Individual unions each have a vote in labour elections while consolidation into Federations cuts operating costs, makes for

easier control and endows greater influence.

There are also indications that advance electoral preparation by the communists is now in progress throughout the
