In the longer term, the Committee proposes to establish a civic education resource centre to provide not only information for members of the public but also materials for organisers of community activities to assist them in planning and implementing projects. This resource centre would complement that of the Education Department which is designed primarily for teachers.

The Committee will be spending $750,000 on the promotion of civic education in 1986/87, including the $250,000 earmarked for the Community Participation Group. In view of the over-subscription of the scheme this year, an additional $250,000 will be sought next year to accommodate more applicants making the total amount of expenditure of the Committee in 1987/88 about $1 million.

Most of the District Boards have set up special working groups or committees to organise civic education programmes and activities such as camps, exhibitions, seminars, forums and competitions. Many of these projects are jointly organised with local organisations or schools. working group or committee has been set up by the District Board, civic education has generally become a major responsibility of one of the existing committees under the Boards. Furthermore, all District Boards are lending their support to other district bodies in organising civic education activities.

Several government departments play an active part in the promotion of civic education outside schools. The District Offices of the City
City and New Territories Administration are closely involved in promoting civic education at the district level through the side range of activities and events that they help to organise. In addition, CNTA has prepared 800 sets of an 'information kit', principally on district administration of elections, comprising and printed materials distribution to schools and community centres. Welfare Department, through its workers in the districts, organises training programmes to foster young people's concern of the community and to develop their qualities of leadership.
