above, it has been confirmed that no functional constituency organisations, other than the trade unions, are barred by law from donation of funds for political purposes. Such organisations may or may not be so debarred by their own constitutions, but these would be within their own powers to amend.

In December 1985, certain trade union leaders raised the question of use of trade union funds for the purposes of elections to the Urban Council, the Regional Council and the District Boards. It was felt that this substantially wider issue should be left for consideration in the context of the 1987 review of arrangements for representative government. there would be time, in the light of the outcome of review, to make any necessary amendments to the Trade Unions Ordinance before the 1988 Legislative Council elections, it was decided not to go ahead with the original proposal to include in the Bill considered by Members on 30 September a provision permitting use of union

of union funds in connection with Legislative Council elections only.

As no amendments are to be made to the Trade Unions Ordinance at this stage and no public announcement is to be made, it is not intended to provide a brief for Members of the Legislative Council on this subject.
