This is a new paper, prepared at the Prime Minister's
direction, which summarises the present position and future prospects on this delicate issue. No decision is required at this stage.
3. Both papers have been cleared with the Governor of Hong Kong and with Peking. Dr Wilson has seen the drafts in telegram form and has sent preliminary comments on them from Jakarta. The Secretary of State's party also has copies of the drafts and may have amendments to be made after their return tomorrow.
