This paper is a redraft of that sent by the Secretary of
State to the Prime Minister and OD(K) members on 24
September. It has been greatly tightened up in redrafting, and the key stages in the implementation of the proposal
more clearly defined. As further background (not for
submission to OD(K), I attach a revised summary by the Hong
Kong Government of the process by which the Governor's power might be delegated to the Deputy Governor/Chief Executive (Designate) up to 1997. We shall be looking at that with
the Legal Advisers in slower time.
