On a visit to North District, Members see how a water treatment plant works

North District Visited on 27.5.85 To tour Sha Tau Kok and be briefed on a five-year programme being considered to redevelop the

township for a population of 6,000; inspect factories at On Lok Tsuen Industrial Estate; visit Shek Wu Hui Sewage Treatment Works; be briefed on the developments of Fanling New Town from the roof top of a block in Cheung Wah Estate; and discuss local issues with District Board

members.

Wan Chai District Visited on 15.7.85 To learn about urban redevelopment plans for Wan Chai West; be briefed about MTR developments and

proposals to pedestrianise O'Brien

Road and to build an underground car

park at Southern Playground; look at the traffic situation in Causeway Bay;

A visit to Wanchai District

look at sites earmarked for industrial development; and meet with District Board members to discuss local affairs.

Radio Television Hong Kong Visited on 11.2.85

To receive a briefing on the Government's policy towards RTHK and its productions; tour the Television Production Centre to see the facilities there; and look at the studios and library for the radio services.

Eastern District Visited on 22.4.85 To visit the new MTR Taikoo Station; view developments at Shaukiwan and Sai Wan Ho reclamations; be briefed

on the progress of the Island Eastern Corridor Stage Two project; and see environmental improvement works carried out at Nam On Fong Village, a squatter area on a Shaukiwan hillside.

Kwun Tong District Visited on 13.5.85 To see the latest developments in the district, in particular housing projects; visit Kwun Tong Tsui Ping Road Estate where a redevelopment scheme will be carried out; see the site for the Second Harbour Crossing at Cha Kwo Ling; visit Richland Gardens which has been built under the private sector participation scheme; and discuss local problems with District Board members.

UMELCO Liaison with District Boards

As a supplement to the district visits

programme, UMELCO also invited

members of District Boards to informal

meetings in the UMELCO Office,

followed by luncheon. UMELCO

Members divided into five groups, with

about seven Members (two ExCo Unofficials and four to five LegCo Unofficials) in each group, and took turns to host these meetings.

The meetings/luncheons provided a forum for a free exchange of views on civic matters generally and on district problems, in much the same way as the meetings which customarily followed UMELCO's district visits.

The programme began in 1983/84 and during the year a total of 31 such meetings/luncheons were held.

UMELCO Redress System One of the main functions of Unofficial Members is the operation of the UMELCO Redress System. Unlike the statutory grievance systems operating in some countries, the UMELCO system is neither defined nor confined by the law. It handles both appeals from members of the public objecting to Government decisions, and complaints alleging maladministration on the part of Government departments.
