On the eve of the meeting held in Xiamen by the Basic Law
Drafting Committee Special Group on the Political System, 57 members
of the Basic Law Consultative Committee (BLCC) from the local industrial
and business sectors submitted a proposal to the BLCC on the future
government structure of Hong Kong.
Origin of the 'proposal' on political system
The proposal was mainly drafted by members of the Progressive
Hong Kong Society and passed to the top levels of the Hongkong Government
for perusal. People from the Chinese side were also consulted before the signa-
tures of the industrialists, businessmen and professionals were obtained
and the document released. One can faintly discern from this proposal We thought it possible that M.bee that the Chinese and British sides have been trying to reach a compromise ete. might also draw this
conclusion.
The
and achieve tacit understanding on the issue of political system.
proposal can be said to be a test to find out the reaction of various
sectors in Hong Kong.
If the reaction is good, the 1987 review of the political system
will be based on the recommendations contained in the proposal in order to
facilitate transition and convergence with the Basic Law.
It is worth noting that the proposal, which is entitled "A
Blueprint for the Government Structure of the Future HKSAR", is not only
designed for the post- 1997 situation, but also takes into account the
transition in the run-up to 1997.
