On the eve of the meeting held in Xiamen by the Basic Law

Drafting Committee Special Group on the Political System, 57 members

of the Basic Law Consultative Committee (BLCC) from the local industrial

and business sectors submitted a proposal to the BLCC on the future

government structure of Hong Kong.

Origin of the 'proposal' on political system

The proposal was mainly drafted by members of the Progressive

Hong Kong Society and passed to the top levels of the Hongkong Government

for perusal. People from the Chinese side were also consulted before the signa-

tures of the industrialists, businessmen and professionals were obtained
