The point is the Legislative Council has the right to enact legislation and pass financial budget. It is a serious threat to the Government if an elected council chooses to veto the bills put forth by the executive and government's financial budget. The power to veto is the political capital of the Legislative Council. But it all depends on the wisdom and courage of the councillors as to how to make use of this capital.
Is this answer satisfactory?
I think it would be difficult
to satisfy all. It is because there are a lot of obvious reasons for dissatisfaction. But dissatisfaction is not tantamount to giving up. Those who are in keenly attached to Hong Kong would try their utmost to strive for freedom for Hong Kong so long as there is a ray of hope.
