nobody will have anything to eat. The way to place the pot properly and enable it to remain unchanged for fifty years is to realize the Sino- British Agreement in concrete terms through the formulation of the Basic

Law.

The concrete focal point of the Sino-British Agreement is that the British Government will give Hong Kong back to China on 1 July 1997. To enable Hong Kong to remain unchanged for fifty years and to enjoy a high degree of autonomy, the Chinese Government has to entrust such authorities to Hong Kong through the Basic Law. Without the Basic Law, there is no prosperity and stability for Hong Kong's future. So a soundly formulated Basic Law is to the advantage of all parties. Those people who have chosen to adopt a scornful and disdainful attitude towards the Basic Law earlier will surely adjust their tactics after careful consideration.

Four Principles for the formulation of the Basic Law

To formulate the Basic Law, first of all the principles must be ascertained and the targets established. After we have the principles and targets, then we can discuss the concrete structure of Hong Kong's future political system. So first of all we must have a consensus before the formulation of the Basic Law can be achieved with half the effort.

Despite his ignorance, the writer would like to propose the following four principles which he thinks are feasible and acceptable to the majority

of people in Hong Kong.

FIRSTLY, HONG KONG'S POLITICAL SYSTEM MUST CONFORM

TO THE PROVISIONS IN THE SINO-BRITISH AGREEMENT AND

ADVANTAGEOUS TO THE IMPLEMENTATION OF THE "ONE

COUNTRY TWO SYSTEMS" CONCEPT

The spirit of the "one country two systems" concept is clearly stated in the Sino-British Agreement. The authority of the Hong Kong SAR government comes from the Basic Law enacted by the NPC, and also from the residents of Hong Kong.
