(Ming Pao) : The paper disagreed with a suggestion that HK should have a Government formed by the people of HK before 1997 to prepare for the changeover. It said self-rule for HK would mean that the people of HK would be responsible for the administration of the territory. It would be a departure from the Joint Declaration which stated that Britain would be responsible for HK's administration up to
1997.
(Ming Pao): Britain seemed to have agreed with China's suggestion that brakes be put on political reforms in HK, pending the drafting of the Basic Law.
