SIR Y K PAO'S CALL ON THE PRIME MINISTER, 21 MARCH

1. As requested in Mr Powell's letter to you of 31 January, I submit briefing for the Prime Minister for her meeting with Sir Y K Pao, together with a draft covering letter to No 10. Much of the briefing has been prepared by HKD. As agreed between you and Mr Ashton, it is in the form of points to make and background. Where appropriate, it takes account of the Secretary of State's discussions with Sir Y K last weekend (your minute of 17 March to Mr Layden). In particular, the ODA are now seeking to arrange a meeting between Sir Y K and

Mr Raison. If this takes place before Sir Y K sees the Prime Minister, we may need to submit supplementary briefing at short notice.
