SIR Y K PAO SCHOLARSHIP FUND

Following Sir Y K Pao's call on Mr Raison on 20 March,

a note was sent to No 10 summarising discussions on the scholarship fund for the Prime Minister's guidance at this morning's meeting. Subsequently Mr Pan telephoned me to say that in the light of these discussions, Sir Y K was anxious to proceed as quickly as possible and for this purpose a draft Memorandum of Agreement would be invaluable for the discussions due to take place in Peking in mid-April.

Mr Pan also said there were two other matters on which Sir Y K would like our assistance. The first concerned publicity to the fund should it be possible to reach accord during the Peking discussions. Could ODA prepare a draft press release which could be discussed with the Chinese representatives at the conclusion of the discussions? Secondly, Sir Y K had mentioned the title of the fund. He wishes it to commemorate the joint declaration by the British and Chinese Governments on the trans- fer of Hong Kong to Chinese sovereignty in 1997. I am not sure how this can be incorporated into the description of the fund as opposed to any publicity on it. Perhaps Mr Ashton might have some thoughts on this matter.
