1. Earlier this afternoon you sent me a copy of the telex from Sir Y K Pao about the possibility of his being involved in the Queen's visit to China in October. You asked for a brief so that the Secretary of State could discuss the point with Sir Y K Pao at breakfast on Monday. In the time available I have only been able to consult Dr Wilson and the Ambassador. I am afraid that we recommend a rather cautious line at this stage for reasons that are set out in the background note. I attach a copy of the draft programme for the Visit.
