Mr J.R. Todd, CVO, OBE, JP

Aged 56. Mr Todd joined the Hong Kong civil

service in May 1976 as an Administrative Officer Staff

Grade C, after having served for some nineteen years

in other dependent territories and a two year secondment

to the Foreign and Commonwealth Office. He served

initially as District Officer Tsuen Wan, then was Deputy

Secretary for the New Territories from 1977 to 1980,

and Deputy Secretary for the Environment from 1980 to

1981. He became the first Director of Lands, on the

creation of the Department in April 1982.

Mr Freddie PANG Yuk-ling, ISO, JP

Aged 55. Mr Pang joined the civil service

in October 1956 as an Apprentice Architect in the (then)

Public Works Department. He was appointed on transfer

as Chief Architect in the Housing Department in March

1974 and promoted to be Deputy Director of Housing

(Construction) in March 1981. He was again promoted

to be the Director of Housing in February 1985.
