I enclose a copy of a savingram which we have received from the Governor of Hong Kong about an incident in Deep Bay (For earlier correspondence about the rights of Chinese warships in Deep Bay under the 1898 Convention see the letter from Radford of this department to Oakeshott of the 21st June 1950 and your reference F C 1271/1). Subject to your comments, on we would agree with the Governor that no protest should be made.
