3. Any mention of the status of Kowloon walled City
should be flagged to be seen by Department.
(Departmental policy over this issue has in the past
been somewhat confused and some earlier papers were
cleared to the public domain. Reviewers should therefore not take that release as a precedent).
INTERNAL ADMINISTRATION
Doubts expressed about the reliability of Hong Kong Volunteer
Force, the Chinese in the Civil Service and the Chinese
population in general would rightly give offence to many Hong
Kong Chinese who have loyally served the Crown and Hong Kong
in the intervening period. Some senior serving Chinese officers
will have started their careers in the 1950s papers currently
under review.
