the utmost delicacy not only in terms of internal confidence in or ply

for retention.
SOVEREIGNTY
1. Standard practice is to be followed on papers which
deal with the sovereignty of Hong Kong and such
papers should be flagged for closure.

Any papers referring to HMG considering the surrender
of the new territories to China before the expiry of
lease
