short courses on the "Use of Chinese in Government" were

held in February and April with a third course scheduled

for early June. Thereafter the courses are likely to be

run on a more formal basis at least once a month. A

handbook on "Chinese for Government Use" is being compiled

to assist officers to handle correspondence in Chinese.

A working group comprising representatives from

CSB, Treasury and the Civil Service Training Centre has been

formed to design a suitable course on financial management

for controlling officers and other senior staff. The first

course is expected to be held towards the end of this year.

Leave and Passage Arrangements

A draft report on the outcome of the consultations

between Civil Service Branch and staff representatives has

been circulated to staff representatives for comment. the report is agreed and endorsed by the three central

consultative councils it will be referred to the Standing

Commission for advice.

Review of Directorate Salaries and Conditions of Service

The Standing Committee on Directorate Salaries

and Conditions of Service will commence this review on

13 May and expect to complete it by early July.

Local Directorate Officers' Conditions of Service

15.

Improved leave and passage arrangements for

local directorate officers on D4/DJL4 and above were

introduced on 1 April.
