on its resources, particularly in the wake of the
Africa crisis, which has placed unprecedented
constraints on UNHCR's funds.
7. We are impressed at the way that UNHCR have
managed to contain their own administrative costs and
are responding so effectively to emergency needs in
Africa whilst ensuring that the General Programmes
suffer as little as possible.
