I agree that it is worth pointing out that although the Convention was not extended to include Hong Kong all refugees arriving there from Vietnam are granted refugee status. I do not think however that we should refer to the understanding not being 'binding'. This is a particularly sensitive point with UNHCR and should not be openly referred to in this document. Similarly the question of 'economic refugees' is equally delicate. I would be happier if UKMIS Geneva were given the opportunity to comment on the brief, particularly the last 2 paragraphs.
