1. Mr Von Arnim, UNHCR representative in London, has requested a number of calls for Mr Volfing's visit, which he is arranging. These include meetings with Mr Raison (4 pm on 24 June), Mr O'Neill (11 am on 24 June) and Sir W Harding and a courtesy call on Mr Renton at 1145 on 25 June.

I understand from Mr Von Arnim that the main purpose of Mr Volfing's visit is to raise with the ODA a number of financial difficulties currently facing the UNHCR. Additionally, he hopes to discuss with Mr O'Neill refugee problems in the specific areas of the world outlined in para 3. In this context he has requested that heads (or representatives) of the relevant FCO geographical departments be invited to attend the meeting with Mr O'Neill. Mr O'Neill has agreed to this proposal.
