I submit, as requested, points to make on the "overall scope of the Vietnamese refugee problem".

You asked whether closed camps for refugees exist outside Hong Kong in the region. It is matter of degree. I am not aware of there being camps elsewhere in the region where the degree of confinement is on a par with that in Hong Kong. But, for example, in the Philippines and Thailand, refugees are not supposed to leave their camps without permission. But they sometimes do and discipline

is not over-severe.
