CALL ON MR LUCE BY MR RICHARD TALLBOYS, HMA HANOI-DESIGNATE
1. During his call on Mr Luce this afternoon, Mr Tallboys mentioned that he had encountered some opposition from the Administration to the proposal, supported by SEAD and HKD, that he should visit Hong Kong as part of his transfer journey to his new post.
2. Mr Luce has asked me to record that he also strongly supports this proposal. There has been considerable Parliamentary interest in our closed camps policy and in the Minister's view it would serve us well if Mr Tallboys was able to report with the benefit of first-hand knowledge. Mr Luce would be grateful if you could therefore see whether you could agree to an ad hoc approved route journey for Mr Tallboys to Hanoi via Hong Kong.
