ARRIVALS FROM VIETNAM

As I said on 14 May, root of problem lies in Vietnam itself. Repressive policies of Hanoi Government are responsible for mass exodus of Vietnamese to places of first asylum. Around one million have left since 1975 in search of a better future. Flow will only cease when the Vietnamese Government's economic and social policies change in way that makes Vietnam an acceptable country in which to live. We and the international community must make known our views on this to Hanoi Government as often as possible. This is already our policy.
