FUTURE OF THE POLICY?
A temporary measure. Must stress this. No desire to see closed camps in operation any longer than is absolutely necessary. Difficulty is that factors beyond HMG's or HKG's control must ultimately dictate how long the closed camps will need to remain in being : the rate of arrivals from Vietnam and the rate of departures to countries of resettlement. Would like to examine these factors in second part of speech.
