OVERCROWDING
Hong Kong has a population of over 5 million in
territory of 400 square miles, much of it barren hillside
and rocky islets. One of the most crowded places in the
world, with population density 20 times that of UK.
In
these circumstances, conditions in closed centres are no
more crowded than those in which most other people in the
territory live.
SEGREGATION OF HUSBANDS AND WIVES AS A RESULT OF CLOSED
CENTRE POLICY
Hong Kong Executive Council decided in November 1984 that
refugees in open centres who claim to have close
relatives in a closed centre may live with them in closed
centre on voluntary basis. (Clearly to operate system
the other way round would be open to abuse: there would
be no means of verifying which claims for reunion were
genuine, and which were aimed only at securing release of
a friend from a closed centre). So far the HKG have
received 50 applications for reunion in closed
in closed centres.
37 of these have been approved. 10 are still being
processed.

overseas.
