BACKGROUND

Mr Canavan has not to our knowledge shown any previous interest in Hong Kong's Vietnamese refugee problem. (He did, however, visit Hong Kong in the middle of last year and was shown the Kai Tak open centre as part of his Hong Kong Government programme). He has in the past two years asked questions about four aspects of Hong Kong: the public service, the Prince Philip Dental Hospital, constitutional development, and industrial health and safety in the colony.

The question does not refer specifically to Vietnamese refugees, but these constitute the only substantial refugee group in the colony.

The draft reply has been agreed with the Hong Kong Government.
