Mr Luce read over the weekend the draft policy paper on Vietnamese refugees. He was grateful for the opportunity to see the paper at its present stage and will now await the final document, which he hopes might be available for his Geneva meeting with the UNHCR. He commented that the question of regional solutions and the retraining camp in the Philippines had been raised by Ambassador Douglas and that it was worth the paper dwelling on these points.
