VIETNAMESE REFUGEES : LETTER FROM THE RT HON DENNIS HEALEY, CH, MBE,

1. Mr Healey has written to the Secretary of State about the

Vietnamese refugee problem in Hong Kong.

2. I recommend that the Secretary of State reply on the lines of

the attached draft.

3. Mr Donald Anderson MP wrote on 19 February to Mr Luce concerning

representations received by Mr Healey from the Team Leader of the

Vietnamese Programme of "Refugee Action" in Leeds, and Mr Luce

replied on 28 February. Mr Healey's letter seems to have arisen

from the same representations from the same group.
