end of November. The remaining 24 Hong Kong cases may be considered from the 1986 quota.
Sweden
ना
7. The Swedish Government have an annual intake of 1,250 refugees and have asked UNHCR to suggest a sub-division. They are expected to allocate 500 places in January and make a further allocation later in the year: UNHCR have asked for priority to be given to Hong Kong cases. UNHCR will be giving the bio-data of 54 family reunion cases to Sweden.
Norway
8. The Norwegian Government have approved an annual quota of 1,250 - the sub-divisions will be made next year and UNHCR will "be invited by the Government to make suggestions on the sub-division.
Norwegian newspapers have quoted 100 places for Hong Kong, but this is not yet official.
Finland
9. The first annual quota of 100 is for South East Asia of which at least a half would probably be from Hong Kong and probably include disabled cases. Nothing is yet official.
Japan
10.
The Japanese have selected 25 cases and are sending another Mission to Hong Kong shortly to interview a further 125 refugees. UNHCR are waiting to hear when this mission will take place, but are not expecting much from the mission whose methods (eg lack of cultural orientation) do not encourage refugees to agree to be resettled in Japan.
FRG
11. UNHCR are reluctant to take further action with the FRG Government: they tell me they can see no change in the German political situation which would make the Government more favourable to accepting Vietnamese refugees.
USA
12. UNHCR advise me that the USA are still waiting to see the reaction of other resettlement countries.
New Zealand
13. UNHCR have been talking to the New Zealand Government, but nothing new has yet emerged.
Iceland
14.
UNHCR do not consider resettlement in Iceland to be feasible (I understand it is not popular with the Vietnamese refugees) and they are not planning a demarche. (They tell me that only 7 Vietnamese refugees of those resettled there are still there the others left for the US!)
