USA (Washington teleletter 25 October). Mr Feldmann thought that the US Indo-Chinese refugee panel's decision not to visit Hong Kong was not an indication of a negative attitude. The panel is, in any case, visiting Geneva at the end of November. UNHCR will pursue with them UNHCR's wish for the panel not to concentrate solely on refugees with family links but also to consider carefully those without such links. Mr Feldmann asked if we could continue to prod the Americans, as this was a policy question. He reminded me that the US had indicated they would follow the UK's lead if we decided (as a result of the SCORRI Report to accept more refugees.

Italy Mr Feldmann thought it unlikely that Italy would agree to take any refugees from Hong Kong.
√2. We were both happy with the offers made by the New Zealand
and Australian Governments (Wellington telno 311 and Canberra telno 745 respectively). Mr Feldmann will check on the position regarding the Australian offer, as he had not received details from the Australian Government of the actual figures of refugees they would take from Hong Kong.
