VIETNAMESE REFUGEES IN HONG KONG:

SCORRI REPORT

1. I called on Klaus Feldmann on 5 November to review with him the list of countries which might be willing to resettle Vietnamese refugees from Hong Kong. The results of discussions can be summarised as follows.

Denmark (FCO telno 118 to Copenhagen, Copenhagen

confirmed that UNHCR are in contact with the Danish Government who have agreed to include Hong Kong cases in the unutilised

UNHCR will also ask the Danish Government if the annual quota could be increased to take more refugees from Hong Kong.

Finland (FCO telnos 193′(and 222 and Helsinki telno 216) Mr Feldmann told me that the Finnish Government had been in touch with UNHCR and had been asked by them if Hong Kong cases could be given first priority in the recently announced annual quota of 100 refugees. I understand that the Finnish Government have agreed to consider this: UNHCR will submit Hong Kong cases to the Government in 1986.

Luxembourg (Luxembourg telno 406 and FCO telno 235′). I referred to these two telegrams and asked Mr Feldmann to approach the Luxembourg Government. UNHCR will now do this and obtain specific information on the type of refugees Luxembourg would be prepared to take.

Belgium (Brussels telno 321): Mr Feldmann told me there were very few refugees in Hong Kong with links in Belgium but he will make enquiries through the agency UNHCR work with in Brussels. He asked if we could speak again to the
