I enclose
а copy of a letter dated 26 February from Dr Baber of the British Refugee Council to Mr David Waddington, Minister of State at the Home Office. Dr Baber's letter encloses a letter from the Australian High Commissioner in London to Lord Ennals, in which the High Commissioner addresses the hypothetical question of how Australia might respond to a new resettlement effort by HMG.

I thought you might find the letter a useful summary of the main factors governing Australia's resettlement programme for Indo- Chinese refugees. Please regard it as sent to you purely for information at this stage, and in particular please do not let the Australian Commission in Hong Kong know you have a copy of it.

It does, however, indicate that Australia
s programme for next year, which would commence on 1 July 1985, might be able to respond to anything helpful that SCORRI were able to say. We gather that SCORRI's report is likely to be published during April.
