notably the Canadians, had told the UNHCR openly that in their view there was an onus on the United Kingdom to take the lead but had implied that they would themselves be prepared to follow. This was not just the case as regards the traditional recipient countries such as the US, Australia and Canada. Mrs Lasan, the UNHCR representative in Hong Kong had also received 'positive echoes' from France, the FRG and Sweden at the local level. These would of course need to be followed up by contacts in capitals. But he was sure that a gesture by the United Kingdom of the order of magnitude suggested in the Scorri Report would serve to generate other offers elsewhere.
