1. I submit a brief prepared jointly with Hong Kong Department for Mr Luce's appearance before SCORRI on Monday 4 February. It includes a short opening address, answers to the questions provided by the Sub-Committee, and answers to further supplementary questions.

The Home Office have asked to see our brief in advance

of the hearing. I would propose to send them the brief once Mr Luce has had an opportunity to comment on it.
