We were glad to hear the Minister say that the UK had a high reputation with the UNHCR; that we had

never been criticized by that body for failure to undertake our obligations under the Convention on Refugees and the following Protocol. We are encouraged to hear in this pronouncement a statement of the seriousness with which the Home Office regards the UNHCR and its work with reugees.

In this context, however, we note that the policy of using the closed camps to deter further Boat People from arriving in Hong Kong has been the subject of the most explicit criticism by the UNHCR. We dare to express the hope that the Foreign and Commonwealth Office will feel as much concern that criticism as the Home Office, we believe, would have done, if it had been directed at them.
