In respect of those whose resettlement is "blocked' by their previous refusal, at 'E' of Appendix I is the number who have relatives in the UK and who have previously refused an offer elsewhere conversely there are probably hundreds who have refused an offer from the UK (or who -

in the difficult circumstances of 1979 - 80 are deemed to have refused an offer, through "no show at interview).
